Magic is a concept and major element of the Jewelpet universe, with Jewel Land being the home of magic power. The Magic Academy is where future witches and Jewelpets study magic.

Jewelpet
In the first anime continuity, magic is graded into four different levels, Acrylic, Glass, Crystal and Super Crystal, with each level representing the effiency of the user's magic use. Arcylic class is the lowest, being given to those who score below 5 on a magic test[1], spells cast by them almost always never work, in Ruby's case causing an explosion when using her magic. The most common way a Jewelpet uses magic is through the use of a Jewel Flash, a spell that allows them to use their Jewel Power, the rate their magic works depends on their magic level.
While all Jewelpets are capable of learning magic, there are some exceptions such as Yuku, who doesn't believe in magic and thus, relying on his scientific knowledge and observation skills instead of the use of magic.
Humans are also capable of learning and using magic themselves if they wield the Jewel Stick, as seen with Rinko Kougyoku after obtaining the Stick, she gets to Jewel Land's magic school to learn how to use magic herself. The legendary Jewelpet Opal can only be summoned through the use of the Jewel Stick and a magic user with Super Crystal Class level magic.
Jewelpet Twinkle☆
In the second continuity, the concept of magic is more fleshed out, with specific spells doing specific things such as levitating objects, flying, growing or shrinking in size and other uses.
Both humans and Jewelpets are capable of using magic, with humans able to learn it if they have a Jewelpet as a partner. Similar to magic levels, there are grades for humans learning magic like years of a school, with a magic academy student's grade going up for every two Jewelstones they obtain for a maximum of 12. After a human competes in the Jewelstar Grand Prix and graduates from the magic academy, they lose their ability to use magic.
